So the '<15' means less than 15, and each week you should be adding a rep to each set. Therefore you're doing 5 more reps of each movement each week, giving you a suitable progression scheme. AFTER YOU'VE REACHED THE 15/20 LIMIT, ADD WEIGHT AND START OVER.

when training you should train a certain body part and focus on getting it bigger and stronger

that isnt a good routine cos in each day your training about 3-5 body parts.
